"What constitutes true freedom for rational agents? This question is a central area of disagreement among theorists in political philosophy, and the variety of freedom that each one defends as the foundation of their view directly impacts what forms of state interference (if any) are permissible. In The Property-Owning Democracy, Gavin Kerr justifies a geo-libertarian theory of justice by arguing for the primacy of what he refers to as “market freedom,” as opposed to “social freedom,” with these two forms of freedom being roughly synonymous with the concepts of negative and positive liberty, respectively. This paper will dispute the primacy that he gives to market freedom in his geo-libertarian theory of justice, and argue in favor of the primacy he gives to social freedom in his alternative geo-liberal theory of justice (hereafter, ‘theory of justice’ will be indicated by ‘account’)."
